Uzbekistan Used Car Import Regulations 2026: Duty, Age Limits and the China Route

Uzbekistan is the most underrated destination in the Chinese used car trade. In 2024 the country imported US$1.28 billion worth of vehicles, and 81.6% of them - roughly 74,700 cars - came from China. Two things explain that: Uzbekistan drives on the right, so Chinese domestic stock fits without conversion, and the tariff structure rewards newer, smaller-engine cars. This guide to Uzbekistan used car import regulations sets out what an importer actually pays.

Left-Hand Drive Only

Uzbekistan requires left-hand drive vehicles. Right-hand drive cars cannot be registered, which rules out Japanese and UK domestic stock and makes Chinese domestic vehicles a natural fit. For a buyer already sourcing in China, that one rule removes the conversion cost that makes RHD markets such as Kenya or Tanzania expensive to serve.

Highest bracket

On top of duty, VAT of 12% is charged on the customs value plus the duty. Individuals may import one car per person per year; registered businesses import under separate commercial rules. Rates are summarised in Uzbekistan import guides and follow State Customs Committee practice, which is revised periodically - confirm the current bracket with a licensed broker before you commit to a purchase.

The structure is deliberately age-weighted: the older the car, the higher both the percentage and the per-cubic-centimetre charge. A 2.0-litre car in the 1-3 year bracket therefore carries a materially bigger bill than a 1.5-litre car of the same age. That is why used imports cluster in the 2-3 year window and in smaller-displacement models.

The EV Exception

Electric vehicles pay 0% import duty, regardless of age or origin. VAT at 12% still applies on the customs value, and the recycling fee is still charged - and that fee was raised by roughly 300-400% in May 2025, which partly offsets the duty advantage. Even so, zero duty is a structural subsidy, and it has helped make Tashkent one of the more EV-friendly capitals in Central Asia.

Documents, STO Inspection and Registration

Clearance needs a complete package before the car can be plated:

· Original purchase invoice and the vehicle title or certificate of origin.

· Export certificate issued in the source country.

· Customs declaration and duty payment, normally handled by a licensed broker.

· Technical passport, issued after the vehicle passes STO inspection.

Every imported vehicle must pass a technical inspection at an authorised STO centre covering safety, emissions and structural condition. Build two to three weeks into the plan for clearance and inspection; missing paperwork typically adds two to seven days.

The China Route

Uzbekistan is doubly landlocked, so every car arrives overland or by air. The main corridor for Chinese vehicles is Khorgos on the China-Kazakhstan border, then Almaty and on to Tashkent - roughly 10-20 days from a Chinese factory gate. Many importers clear Kazakh customs first and move stock across the border, which is why the Almaty used car market matters to Uzbek buyers. Korean stock, by contrast, usually runs Busan to Poti in Georgia and overland via the Caspian, at 35-45 days.

What Actually Sells

The models that move are Chinese: BYD Song Plus, Chery Tiggo 7 Pro, Geely Monjaro, BYD Seal, Changan CS75 Plus and Haval Jolion. BYD's local assembly operation held 8.6% of the Uzbek market with 7,799 vehicles, nearly double the previous year (Eurasian Association of Automotive Businesses, 30 April 2026).

Two examples from current stock show how the rules shape the choice. A Used Car BYD Hiace 07 EV 2025 Model 610 Smart Driving Edition sits in the 0%-duty electric bracket, so the tariff argument is simple. A Used Car 2021 Haval H6 Guochao Edition - Urban Edition is the pragmatic combustion alternative, but its landed cost depends entirely on which age bracket it falls into - the same car can be a good deal at 30% and a poor one at 40%.

Conclusion

Uzbekistan rewards a specific kind of stock: left-hand drive, recent, and either small-engined or electric. Get the age bracket wrong and the duty bill swallows the price advantage that made Chinese stock attractive in the first place. Price the bracket before you price the car.
