Used Cars from China to Nigeria 2026: Import Duty, Age Limit and Full Cost Breakdown

Nigeria is Africa’s largest vehicle market, and in 2026 more of its Tokunbo trade flows directly from China. Lower sourcing prices, left-hand-drive stock and a wider choice of Chinese brands have made used cars from China practical for Lagos and Abuja dealers. The rules are strict, though, and the tax stack decides your margin. This guide covers the 2026 age limit, duty structure, shipping cost and a real landed-cost example.

Why Nigeria Is Turning to Chinese Used Cars in 2026

Nigeria’s annual vehicle demand exceeds 720,000 units, while local assembly builds fewer than 15,000 vehicles a year (Carawon, Nigeria import guide, 2026). Toyota still accounts for over half of used-car demand. What is new is the supply side: Chinese brands such as BYD, Geely, Haval, Jetour and Li Auto now offer 2015–2020 model-year stock at prices US and Japanese auctions cannot match.

Three practical drivers explain the shift:

· • Left-hand drive by default. Chinese domestic vehicles are LHD, matching Nigeria’s mandatory LHD rule — no conversion cost and no seizure risk.

· • Model years that clear the limit. Most 2015-and-newer Chinese vehicles sit inside the 12-year window, unlike much auction stock from other origins.

· • Documented supply. Vehicles ship with export documentation, inspection reports and verified VIN data.

Nigeria’s 2026 Import Rules: Age Limit, LHD and Green Tax

Three checks decide whether your car enters the country.

Age limit. The Nigeria Customs Service import prohibition list bars used motor vehicles more than 12 years old from their year of manufacture. For 2026, that makes 2014 the oldest eligible model year — and the date that counts is the manufacture date on the VIN plate, not the model year (Legit.ng, 18 August 2026; Carawon, 2026). A car built in late 2013 and sold as a 2014 model can still be seized.

Steering. Nigeria drives on the right and requires left-hand drive for normal registration. Right-hand-drive vehicles face seizure risk and registration problems.

Green Tax. Since 1 July 2026 the 2026 Fiscal Policy Measures added a surcharge on larger engines: 2% for cars of 2,000–3,999cc and 4% for 4,000cc and above. Fully electric vehicles and certain exempt categories are not subject to the surcharge (Legit.ng, citing Punch).

Treat the 12-year rule as a hard line: 2015 and newer give a comfortable margin; a 2014 build sits exactly on the threshold.

What You Pay at the Port: Duty, Levy and VAT

Nigeria assesses duty on CIF value through its VIN database, not your invoice. For a used car under 2,000cc, the statutory stack is:

Charge

Rate (used car under 2,000cc)

Import duty (ECOWAS CET)

20% of CIF

NAC levy, used vehicles (from 1 July 2026)

5% — cut from 15%

VAT

7.5% on the stacked total

ETLS levy

0.5%

Surcharge on duty

7% of the duty amount

Green Tax (2,000cc and above)

2–4% (EVs exempt)

Effective total

roughly 37–40% of CIF

Electrified vehicles are the exception: under the 2026 measures Nigeria waived import duty and VAT on fully electric, CNG, LPG and range-extender vehicles, subject to an exemption certificate. Hybrids and EVs valued at $100,000 or more remain outside the scheme (BusinessDay, 31 July 2026; electrive.com, 11 August 2026). Nigeria approved waivers for nearly 4,000 electric vehicles in the first half of 2026.

Shipping Used Cars from China to Lagos: Time and Cost

RoRo is the standard route for single units and the cheapest option; containers suit two to three cars or higher-value vehicles.

· • Transit time: sea freight from China to Nigeria typically runs 30–40 days (Docshipper, 2026).

· • RoRo freight: roughly $1,200–$2,800 per vehicle, depending on size, lane and season (ShipIt, 2026).

· • Gateways: Apapa Port and Tin Can Island in Lagos, with Onne (Port Harcourt) for southern buyers.

· • Clearing: budget two to four weeks and $300–$800 in agent fees.

Open Form M at a Nigerian bank before the vehicle ships: it cannot be arranged retroactively and is a common cause of long port delays. Assemble these documents before loading:

· • Form M opened with a Nigerian bank before shipment

· • Bill of Lading

· • Commercial invoice and packing list

· • Vehicle title or certificate of origin

· • Pre-shipment inspection report (VehCAP certification has applied since March 2026)

· • PAAR and Combined Duty Assessment issued by Nigeria Customs

Verify VIN manufacture date, engine capacity and steering configuration before payment, not after the container sails.

Best Chinese Models for Nigerian Roads

Nigerian buyers prioritise parts availability, ground clearance and fuel tolerance over clever electronics.

· Compact sedans. Used Car Toyota Yaris L 2022 Leading Edition suits first-time buyers and ride-hailing fleets: the 1.5L engine sits in the lowest duty band with no Green Tax surcharge.

· Compact SUVs. Haval H6, Jetour Traveller and Kia KX1 offer the clearance Lagos potholes and flood-prone routes demand, in model years that clear the 12-year limit.

· Electric. To test Nigeria’s new EV incentives, a battery-electric SUV such Used Car BYD Hiace 07 EV 2025 610 Smart Driving Edition is LHD, priced far below the $100,000 exclusion, and currently outside duty, VAT and Green Tax — provided the exemption certificate is obtained first.

Avoid large-displacement SUVs. They trigger the 2–4% Green Tax and Customs values them aggressively through its VIN database.

Sample Landed-Cost Calculation

Take a used car with a $10,000 FOB price and RoRo freight to Lagos:

Item

Amount (USD)

FOB price in China

10,000

Freight + insurance (RoRo)

1,800

Customs CIF value

11,800

Duty + NAC levy + VAT + levies (about 38%)

4,480

Clearing agent and terminal charges

600

Estimated landed cost

16,880

That is roughly 40–50% above the purchase price. Because Customs sets its own value from the VIN, your invoice is only a reference — run the numbers before you pay, not after.

Conclusion

Used cars from China fit Nigeria’s 2026 rulebook well: LHD by design, recent model years, and for electric models an exemption stack no other origin can match. But margin is decided before shipment, not at the port. Check the manufacture date, confirm the engine capacity, open Form M early, and price the full 37–40% statutory load before you commit.
