Ghana is one of West Africa's most open markets for imported used cars, and China has become its most natural supplier. Ghana imports more than 100,000 vehicles every year, about 90% of them used (Bymotorcar, April 2026), while Chinese car exports reached 923,000 units in July 2026, up 88.2% year on year (Reuters, August 2026). The two sides fit because Ghana accepts only left-hand-drive (LHD) cars and China is an LHD market. This guide explains the 2026 rules, the real duty structure and the landed costs of importing used cars from China to Ghana.
Three structural reasons put Ghana ahead of many African destinations. First, LHD supply is guaranteed: right-hand-drive vehicles are prohibited outright, with no exemption, so Chinese stock needs no steering-side conversion. Second, the 10-year age cap is easy to satisfy, because most used cars exported from China are only one to five years old. Third, Ghana is the ECOWAS gateway: compliant stock can be re-exported across 14 neighbouring countries, and Chinese brands such as BYD, Chery and Great Wall already hold double-digit market share (Bymotorcar, April 2026).
Ghana Revenue Authority (GRA) customs rules are strict but predictable. Age: a used passenger car must be no more than 10 years from its year of manufacture — not its registration year. For a 2026 import, a 2016 model is the boundary; anything 2015 or older attracts an overage penalty that grows with age (Guazi, July 2026). Steering: only LHD vehicles are accepted, and an RHD car arriving at Tema is refused entry. Emissions: fuel-powered vehicles must meet at least Euro II. Confirm the manufacture year and steering side on the specific VIN before you pay.
Compliance starts on the Chinese side. Since the old pilot scheme ended in 2024, any company completing the Ministry of Commerce (MOFCOM) nationwide used-car export filing can export legally — so insist on a registered exporter. Vehicles shipped within 180 days of first registration in China require the manufacturer's After-Sales Maintenance Service Confirmation Letter. From 1 January 2026, pure electric passenger cars need a dedicated export licence under MOFCOM Announcement No. 54 of 2025, which only original manufacturers or their authorised distributors can hold (Bymotorcar, April 2026). EV lithium batteries must also travel with a UN38.3 test report and a Material Safety Data Sheet.
The GRA assesses duty on the CIF value (cost, insurance, freight) and stacks several charges on a duty-inclusive base, which is why a flat “20% duty” estimate always understates the real bill. The main charges are listed below; the figures are indicative 2026 levels from public references, and the binding figure comes from the GRA used-vehicle calculator for the exact VIN (Guazi, July 2026).
A worked example from a 2026 guide shows how the stack adds up. For a 2019, 2.5L LHD SUV priced at USD 12,000 FOB Shanghai, ocean freight and insurance bring the CIF at Tema to about GHS 169,350 (≈ USD 13,550). Duty, VAT and levies add roughly GHS 85,500 — about 51% of CIF — and clearing, DVLA registration and inland delivery add another GHS 10,000. The car lands in Accra at roughly GHS 265,000 (about USD 21,200), approximately 1.77 times the FOB price. The same car built in 2014, just past the age cap, would land about GHS 25,800 dearer (Guazi, July 2026).
Ghana maintains an 8-year import duty waiver for fully electric vehicles and EV components, which makes Chinese used EVs unusually competitive on landed cost (Bymotorcar, April 2026). The waiver covers import duty only — VAT and other levies still apply — and the vehicle must be 100% electric, confirmed by a technical specification sheet. For dealers building an EV line for Ghana, a late-model LHD electric SUV such as the BYD Hiace 07 EV 2025 610 Smart Driving Edition is the kind of stock that clears the waiver and the LHD rule in one vehicle.
Match the car to the rules. Stay inside the 10-year window, confirm LHD, and remember that smaller engines sit at the lower end of the duty bands — which favours efficient compacts such as the 2022 Toyota Yaris L. Prepare the full document set before the ship sails: the Import Declaration Form (IDF) filed through the ICUMS system, Certificate of Conformity, pre-shipment inspection, bill of lading, deregistration certificate and marine insurance. Use a licensed clearing agent at Tema to avoid demurrage charges.
Ghana's rules are strict but budgetable. Verify age and steering on the VIN, source LHD stock no older than ten years from a registered exporter, and run every candidate through the GRA calculator before you commit. Done that way, importing used cars from China to Ghana remains one of West Africa's most predictable and profitable trades in 2026.
